Water, water, everywhere

In Brunei, a new business venture is selling like hot cakes. The businesss is.... selling "mineral, distilled or reverse osmosis" water.

Firstly, where do these companies get all the licenses from?

Secondly, I'm sure they are taking it from the government's tap water to produce these bottled drinks. Is the government is charging as much as they should be charged?

Thirdly, how do government actually checked if these waters are really good and pure as its advertised to be?

Fourthly, which department actually monitors the activities of these companies and making sure that the water is good and safe for comsumption? How often do they actually check if these water had the properties they claim to have?
Fifth, will they actually publish the results of these water or wait for other countries to issue warning, weather some drinks or food are not safe for consumption?
